SAFEGUARDING THE ELECTIONS 0F NOVEMBER 2008?? Although there has been a great deal of proof since 2000 that elections have been manipulated on a large scale, not a lot has been done nationally to safeguard them. Thanks to Secretary of State Debra Bowen, California at least does have hand marked paper ballots and a 1% random audit. However, our votes are still scanned on Premier (Diebold) Optical Scanners and then fed into a central tabulator. WHAT CAN YOU DO TO HELP PROTECT THE NOVEMBER 2008 ELECTION? People have been asking Secure Accurate Elections what they can do to help protect the November 2008 election. The following is a short list of things to consider. We will be updating this list in the near future with any local projects and more details. 1. See A Problem, Call A Hotline: This includes problems of intimidating voters.

Observation
of Activities At San Diego Registrar of Voters Office Members of Secure Accurate Elections has been studying the election process in preparation for the November 2008 Presidential Election. It is our hope that these observations will allow us all to have a better understanding of how our votes are counted in San Diego County and provide us insights on how to improve the security and accuracy of our County-run elections. Pre-presidential Primary Election Observations January 8, 2008 - Phase 1, Logic & Accuracy Testing, TSx Machines (pdf) Includes observations of Phase I Accuracy Testing of TSx machines, proposed Election Night procedures at the Registrar of Voters office, question and answer section, observation of precinct specific memory cards being loaded into TSx machines and running of test ballots. January 25, 2008 - Testing of all ballot types, public observation (pdf) One observers notes and impressions of the mandatory Language and Accuracy Tests run prior to each election. Breaking News - August 29, 2008 Secretary of State Debra Bowen loses appeal to hold 10% tally in close elections In December of 2007, the County of San Diego filed suit against the Secretary of State, challenging her right, in the event of close elections, to run a 10% tally instead of the current 1%. On January 22, 2008, the court ruled in favor of the Secretary of State.
