SAFEGUARDING THE ELECTIONS 0F NOVEMBER 2008??

Although there has been a great deal of proof since 2000 that elections have been manipulated on a large scale, not a lot has been done nationally to safeguard them. Thanks to Secretary of State Debra Bowen, California at least does have hand marked paper ballots and a 1% random audit. However, our votes are still scanned on Premier (Diebold) Optical Scanners and then fed into a central tabulator.

WHAT CAN YOU DO TO HELP PROTECT THE NOVEMBER 2008 ELECTION?

People have been asking Secure Accurate Elections what they can do to help protect the November 2008 election. The following is a short list of things to consider. We will be updating this list in the near future with any local projects and more details.

1. See A Problem, Call A Hotline: This includes problems of intimidating voters.

  • Election Protection Coalition's hotline -- 1-866-OUR-VOTE.

  • San Diego County Democrats hotline - 858-277-3367

2. Be A Poll Worker: You can get paid to make sure that one poll is run correctly.

  • Sign up as a Poll Worker, but do so through "Pollworkers For Democracy" at:

3. Be Prepared To Vote:

  • Check out PreparedToVote.org . This site was created by the NAACP Legal Defense fund and it offers good advice for ten key states, with a focus on what to do before the election as well as on Election Day.

  • If you're in a state that is not listed, click on the "don't see your state?" link. From there you can print out the "Ten Things All Voters Need To Know" document.

  • Get your ballot in early if you are voting by mail. If there is a problem with your mail in ballot such as no signature, the Registrar of Voters office will return it or call you to inform you of the problem so you can correct the problem in time for your vote to count.

  • Make sure you know where your polling place is well in advance of Election Day. It may not be at the same place it was last year. Don't get stuck trying to find out at the last minute where to vote.

Observation of Activities At San Diego Registrar of Voters Office
In Preparation for November 2008

Members of Secure Accurate Elections has been studying the election process in preparation for the November 2008 Presidential Election. It is our hope that these observations will allow us all to have a better understanding of how our votes are counted in San Diego County and provide us insights on how to improve the security and accuracy of our County-run elections.

Pre-presidential Primary Election Observations

 January 8, 2008 - Phase 1, Logic & Accuracy Testing, TSx Machines (pdf)

Includes observations of Phase I Accuracy Testing of TSx machines, proposed Election Night procedures at the Registrar of Voters office, question and answer section, observation of precinct specific memory cards being loaded into TSx machines and running of test ballots.

 January 25, 2008 - Testing of all ballot types, public observation (pdf)

One observer’s notes and impressions of the mandatory Language and Accuracy Tests run prior to each election. By law these tests are open to public observation

 January 31, 2008 - Mail-in ballot processing

Secure Accurate Election members observed how Mail In ballots are processed from being picked up at the post office to final tabulation.

Breaking News - August 29, 2008

Secretary of State Debra Bowen loses appeal to hold 10% tally in close elections

In December of 2007, the County of San Diego filed suit against the Secretary of State, challenging her right, in the event of close elections, to run a 10% tally instead of the current 1%. On January 22, 2008, the court ruled in favor of the Secretary of State. The case then went into appeal, and on August 29, the California Court of Appeals found in favor of San Diego County, finding that Ms. Bowen did not adhere to the procedures set forth in the Administrative Procedures Act (APA)
